Oregon's Measure 109 created a service-centre model: psilocybin may only be administered in a licensed facility under a trained facilitator. There is no provision for home use or retail sale. Measure 110 separately decriminalised small-quantity possession of all controlled substances statewide, replacing criminal penalties with civil fines and treatment referrals. The Oregon Health Authority (OHA) began accepting service centre applications in 2023.
